History:
The Empire State Housing Alliance (ESHA) formed in 2005 following a series of meetings with housing advocates around New York State. A state-wide meeting was held with more than fifty representatives from upstate cities, rural areas and New York City. Overwhelmingly, the group identified significant housing challenges, and wished to continue their work to identify strategies and policies that would support affordable housing development.
Issues identified included lack of adequate financing, need for flexible funding for innovative proposals, regional support and planning, and the need for a dedicated funding stream to support affordable housing. New York State remains one of the few states that does not have a true housing trust fund, with a dedicated, recurring revenue stream.
